    As Appalachian coal production continues its drastic decline, West Virginia’s coal-producing counties are  not only losing people as lifelong residents are forced to flee their homes in order to find work, but in many cases, they’re also relinquishing millions of dollars from their budgets.

CHARLESTON, WV (AP) - The West Virginia Department of Environmental Protection says it will live stream the Surface Mine Board's hearing about the appeal of Keystone Industries KD No. 2 mine permit.

The meeting is scheduled to start 8:30 a.m. on Monday. It will be streamed over the department's "Environment Matters" YouTube channel.

Wendy Radcliff, the DEP's environmental advocate, says the department wanted to make the hearing available to as wide an audience as possible.

The environmental advocate serves as a liaison between the department and individuals and groups concerned about the environment.

The department says live programming may be interrupted from time to time during breaks in the hearing, which is expected to last most of the day.
